CVS-paper: Sturings-(on)mogelijkheden bij aanpak bereikbaarheid Utrecht Centrum Project

The Utrecht Centrum Project (UCP) has the ambition to redevelop the 25-year-old shopping mall Hoog Catharijne. In UCP 4 partners work together: City of Utrecht, Dutch Railways, Utrecht Trade Fair, and the Exploitation Company WBN. The partners consider “accessably of UCP” as a new and important weapon in the competition between locations in the coming 20 years.

In our 1997 paper we presented the way in which the partners intend to proceed. In this paper we will analyse the complexity of the implementation-process on the basis of the “Herculesmodel”. Keywords are: interorganisational proces of change, market-development, (re-) arrangement between the public and private sector.
